What does cold-start problem mean in practice?
A marketplace is only useful once both sides are present in the same place. A booking page for a city with no providers helps nobody, puts off the customers who find it and can hurt search rankings.
The usual answers are to bring one side first with something useful on its own, and to open places one at a time, only where supply exists. Content, tools or record-keeping that work without the other side can draw people in while supply is recruited.
Make the gating explicit in the product, with clear rules for when a city or category goes live, so nobody publishes an empty marketplace by accident.

Where has cold-start problem come up in our builds?
Free, sourced reference pages are meant to bring the traffic, with pet stays opened city by city only where real hosts exist. A city hub is built only once all five of its resources are sourced, eight of fourteen launch cities passed, and a hub switches from guide mode to bookings only when the city has at least ten verified hosts.
Anything that moves no money, such as records, reports, rescues, the feed and messaging, is open in any country from day one, while money features open country by country once a Market is set up.
